On April 22, 1988 a Nel spill had contaminated a small amount of soil. No further action has been taken <br />regarding the spilled a ea. <br />Currently Union Paci c Railroad is seeking closure/abandonment of a 4 1/2 mile, four inch (4") fuel line <br />extending from the Port of Stockton to the Union Pacific Rail yard. A letter dated April 24, 1990 from PHS- <br />EHD to the RWQCB utlines the requirements for the pipeline abandonment. There has been no progress <br />on the pipeline closure since this letter. <br />In February 1988, apo sible asbestos dump was reported to our office. In November of 1988, lab results <br />confirmed that this mat rial believed to be asbestos was 33% asbestos. On January of 1989, Department of <br />Health Services Toxic S ibstance Control Program, (DHS-TSCP) informed PHS-EHD that a "Fence and Post <br />Order" will be issued tc Union Pacific Railroad regarding the asbestos disposal area. <br />VII. VIOLATIONS: <br />Violations will be addrOsed in the Report of Violations. <br />VIII. <br />I arrived at Union Paci c Railroad at approximately 11:00 hours, upon arrival I met Jack Dishman, Water <br />Service Foreman , and Pent Allen, Manager of Engineering and Maintenance. I identified myself and <br />explained the nature of y inspection. <br />Mr. Allen and Mr. Dish an led me on a tour of the facility which began at the large bulk diesel tank. This <br />aboveground diesel tank f approximately 150,000 gallons is newly constructed with operation to begin in late <br />September of 1990. The tank is secondarily contained by a five foot (5') clay berm. This berm is sloped to <br />a drain which is plumbed to the oil water treatment system. <br />We then walked to the op water treatment system, here I observed four 20,000 gallon diesel tanks, a 10,000 <br />gallon waste oil tank, an the waste treatment system. All aboveground tanks are surrounded by a five foot <br />(S) berm. Discoloration and staining of the soil within the bermed area indicates some waste oil or diesel <br />spillage had occurred in this area. Also stored at the oil water treatment area were several 55 gallon drums. <br />Most of the drums were empty but a few barrels contained liquids which appeared to be waste oil or a <br />petroleum based solvent. <br />Near the oil water treat nt area I also observed a tank car which according to Jack Dishman contained oil <br />sludge waste. This tank r was using the a shipping paper to transport the oil sludge waste (a hazardous <br />waste) and the train wasof placarded . <br />After leaving the oil wate treatment area, we proceeded to the fueling area, where locomotives remain idling. <br />While the locomotives we a idling I observed that oil was dripping and staining the ground surface underneath. <br />I was informed that san is deposited on the tracks to increase traction; it is commonly covered by the <br />dripping oil. This sand is cleaned up and hauled to Utah where it is used in the manufacture asphalt. <br />Traveling north we then <br />locomotives have the oil c <br />to drains which are plumb( <br />hundreds of feet of track i <br />the maintenance area. <br />walked to the maintenance area just outside of the large diesel shop. Here <br />ganged, and the used oil discharges onto "drip pans" (cement lined tracks are sloped <br />,d to the oil water treatment system). Extensive soil staining can be observed along <br />n this area. Oil filters are also crushed, stored, and hauled as hazardous waste at <br />3 <br />
