containers were managed, and the roll off bin of used oil filters was not addressed. Ms. <br />Rivera called Mr.IExon and scheduled an inspection on October 16, 2013. <br />On October 16, 2 13, Ms. Rivera performed a routine hazardous waste inspection. A <br />used oil filter was found in a bin designated for the disposal of non -hazardous solids, <br />metal fines are di posed of without making a hazardous waste determination, several <br />torn bags of retro Irade alumothermite weld charges (a granular, metallic material) stored <br />on a pallet in fron of the welding cabinet had spilled on the ground, and another spill of <br />the same materia was found on the ground several feet away. Mr. Exon stated that the <br />material was unu able and he did not know how the spill would be managed. Several <br />containers of haz rdous waste were found open and not labeled. During a review of the <br />facility's paperwo k, Ms. Rivera found that "oily sand and debris" was disposed of as <br />non -hazardous b t no waste analysis records were available for review. The <br />contingency plan as incomplete, and Mr. Exon stated that is was a generic plan <br />designed for use tall Union Pacific Railroad facilities and did not contain site-specific <br />information. Trai ing records were incomplete, and it could not be determined which <br />employees neede training, what type of training each employee needed, and if training <br />was performed. ive manifests used for the disposal of hazardous wastes did not have <br />a signed off copy rom the destination facility, and there were no records for the disposal <br />of universal waste lamps or lead acid batteries. A checklist of violations was left with Mr. <br />Grant and a competed inspection report was sent to Mr. Grant by email on November 6, <br />2013, and by certi ied mail on November 7, 2013 (Attachment 4). <br />On November 7, 013, Mr. Grant called Ms. Rivera and explained that the disposal of <br />the waste in the On hazardous waste bin would be put on hold until they remove the <br />used oil filter. <br />On March 7, 2014 Mr. Willy Ng, Lead Senior REHS, EHD, reviewed the facility's <br />information in the C ERS and found that a submittal has not been made by the facility for <br />2014.
