Eighth St., Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />902. A blue plastic tub of erosol cans was observed without a lid. Except when adding or removing <br />waste, all containers of un ersal waste aerosol cans shall be closed, structurally sound, and compatible <br />with the contents of the un versa) waste aerosol can, and shall show no evidence of leakage, spillage, or <br />damage that could cause I akage. Immediately close this container and ensure all universal waste <br />aerosol can containers are closed when not adding or removing waste. <br />Complete and submit a co y of the Return to Compliance Certification to the EHD by March 1, 2012 <br />along with a statement do umenting the corrective actions that have been or will be taken for each <br />violation and any supporting paperwork. <br />**Facility generated 12.23 tons of hazardous waste in 2011. The facility will be moved to a lower permit <br />category (5-25 tons/year). This may result in decreased permit fees. <br />Notes: (corrected on site) <br />- Seven empty totes which previously held oil were observed in the old fuel rack containment area <br />without empty labeling. Containers larger than five gallons that previously held a hazardous material <br />shall be marked with the da e they were emptied and managed within one year of being emptied. The <br />totes were labeled at the ti e of inspection. <br />- A container of universal w ste batteries was observed incorrectly marked with the previous <br />accumulation start date of ugust 2010. The surrounding containers were observed with a more recent <br />start date and disposal rece pts indicated batteries were picked up since the marked date. A generator <br />of universal waste shall acc mutate universal waste for no longer than one year from the date the waste <br />was generated. The label as corrected at the time of inspection. <br />- Copies of spent lead acid battery disposal records from 2011 were not found on site. The generator <br />shall retain on site for at least three years a legible copy of each manifest or bill of lading which identifies <br />spent lead acid batteries shipped to a person who stores, uses, reuses, recycles, or reclaims the <br />batteries or their components.
