Ms. DinaAbat <br />December 4, 2003 <br />Page Two <br />To demonstrate the validity of the Laidlaw data, several of the <br />diesel fuel filters were removed from the roll off bin and sent <br />to a laboratory for testing. Attachment #2 is a copy the <br />analytical report that confirms the earlier finding that these <br />filters are no -hazardous. <br />#12 Facility not maintained to minimize the release of a <br />hazardous waste. <br />In the Cleaning Track area a trash compactor was found <br />leaking hydraulic oil from a trash compactor. <br />This trash co actor has been taken out of service until repairs <br />can be made. he areas where hydraulic oil dripped have been <br />cleaned. <br />In the Wok Equipment Compound paint was found spilt on the <br />ground. Ir <br />This situation was reported to OES and San Joaquin County as a <br />spill. The material involved was cleaned up, packaged and <br />properly disposed. Attachment #3 is a copy of hazardous waste <br />manifest 22920 81 which included this paint. <br />In the fenced area near the 1St Street entrance staining was <br />found on the ground near the drums of diesel. <br />The asphalt su�face in this area will be cleaned to the extent <br />possible to re ove these old stains. <br />#16 Failed tolmaintain all communication or alarm systems, spill <br />control, Or decontamination equipment. <br />The spill control (secondary containment) for the Work <br />Equipment Compound was not maintained properly. Cleanout <br />secondary containment for the storage shed, oil and <br />antifreeze drums. <br />All of the se0ndary containment structures noted at the Work <br />Equipment Comp and have been clean out. <br />#19 Stored ha ardous waste on site longer than 90 days without a <br />permit or authorization. <br />The wastewater treatment sludge accumulation tank had <br />hazardous waste stored for longer than 90 days. According <br />to Union Pacific records the wastewater sludge had <br />accumulated for 2 years. <br />
