Martin Associate Planner San Joaquin County Community Development Department Planning Division 1810 East Hazelton Avenue Stockton, CA 95205 SUBJECT: SITS APPROVAL APPLICATION TO BUILD A 90,000 SQUARE FOOT WAREHOUSE FOR CABLE CUTTING AND DISTRIBUTION The San Joaquin Valley Unified Air Pollution Control District has reviewed the document referenced above and has the following comments and recommendations: 1. San Joaquin Valley's air quality relative to National and State Ambient Air Quality Standards has been designated as a non-attainment area by the California Air Resources Board as follows: PM-10 - Non-attainment CO - Non-attainment (for Stockton Urbanized Area only) Ozone - Non-attainment The California Clean Air Act,AB 2595, requires counties which are designated non-attainment to achieve a 5% annual reduction in emissions until the standards are met. 2. If the project utilizes island, if the dispensing of gasoline is proposed, then the applicant will need to apply for an Authority to Construct and a Permit to Operate. Other equipment which will need permits pursuant to the rules and regulations are gas or diesel fired internal combustion emergency generators. It is the applicant's responsibility to be in compliance prior to operation. 3 In addition, the rules end regulations of the New Source Review Rule will apply to certain commercial and industrial sources. If this facility has equipment which causes,has a potential for air pollution, i.e. boilers, gas or diesel fired internal combustion engines, gasoline dispensing, or has equipment for the controlling of such air pollution will need to apply for an Authority to Construct and Permit to Operate according to the rules and regulations of the District. it is the applicant's responsibility to be in compliance prior to operation. ®rr w o..A.cKl.4 r.o.r.
