Item No. 3 PC : 9-4-86 QX-86-4 Page 3 STAFF ANALYSIS POLICY CONSIDERATIONS : General Plan: The General Plan has an objective to ensure that extrac- tive resource deposits will be accessible when extraction becomes necessary, and to minimize any adverse impact resulting from extraction. " The Plan further states that excavation sites will be " . . . located and operated in a manner which minimizes adverse impacts and will not seriously harm wildlife habitat, fisheries, or archaeological or historical sites . . . " and that it . . . rehabilitation of excavation sites will be required. " The site is located within the Corral Hollow Alluvial Fan and contains significant deposits of aggregate resources. Three other quarry excavation plants are operating in the project vicinity, including one adjoining the east side of the proposed site. No significant archaeological or historical resources have been identified with the project site, nor have such resources been uncovered during the excavation operations on the adjoining property. Corral Hollow Creek will not be affected by the project . The existing agricultural use of the property does not provide valuable wildlife habitat . The Department of Fish and Game noted that the applicant ' s existing Tracy Boulevard pit, located within one-quarter mile of the project site , presents a low habitat value for the San Joaquin Kit Fox, a threatened species known to inhabit the southwest County foothills. The General Plan designation for the site is Agriculture . Rehabilitation will leave the site in a condition suitable for agricultural reuse . Zonis and Williamson Act : The project is compatible with the regulations of the site ' s primary zone, GA--40 (General Agriculture, 40-acre parcel area minimum) . The site's secondary zone is AP (Airport Overlay) , established to prevent the establishment of land uses or structural heights that might conflict with operations of the Tracy Municipal Airport . The project is compatible with the use and height regulations of the AP zone.
