Item No. 3 <br /> PC : 9-4-86 <br /> QX-86-4 <br /> Page 3 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS : <br /> General Plan: <br /> The General Plan has an objective to ensure that extrac- <br /> tive resource deposits will be accessible when extraction becomes <br /> necessary, and to minimize any adverse impact resulting from <br /> extraction. " The Plan further states that excavation sites <br /> will be " . . . located and operated in a manner which minimizes <br /> adverse impacts and will not seriously harm wildlife habitat, <br /> fisheries, or archaeological or historical sites . . . " and that <br /> it . . . rehabilitation of excavation sites will be required. " <br /> The site is located within the Corral Hollow Alluvial Fan and <br /> contains significant deposits of aggregate resources. Three <br /> other quarry excavation plants are operating in the project <br /> vicinity, including one adjoining the east side of the proposed <br /> site. <br /> No significant archaeological or historical resources have been <br /> identified with the project site, nor have such resources been <br /> uncovered during the excavation operations on the adjoining <br /> property. <br /> Corral Hollow Creek will not be affected by the project . The <br /> existing agricultural use of the property does not provide <br /> valuable wildlife habitat . The Department of Fish and Game <br /> noted that the applicant ' s existing Tracy Boulevard pit, <br /> located within one-quarter mile of the project site , presents a <br /> low habitat value for the San Joaquin Kit Fox, a threatened <br /> species known to inhabit the southwest County foothills. <br /> The General Plan designation for the site is Agriculture . <br /> Rehabilitation will leave the site in a condition suitable for <br /> agricultural reuse . <br /> Zonis and Williamson Act : <br /> The project is compatible with the regulations of the site ' s <br /> primary zone, GA--40 (General Agriculture, 40-acre parcel area <br /> minimum) . <br /> The site's secondary zone is AP (Airport Overlay) , established <br /> to prevent the establishment of land uses or structural heights <br /> that might conflict with operations of the Tracy Municipal <br /> Airport . The project is compatible with the use and height <br /> regulations of the AP zone. <br />
