Box 2009 <br /> Stockton, CA 95201 <br /> Re: Re-excavation - Franzia Brothers <br /> Winery, 1700 East Highway 120, Ripon, CA <br /> Dear Darlene: <br /> As per your request, I am writing to provide additional <br /> information on our proposal to re-excavate the east wall of the <br /> former tank pit at the above referenced site. <br /> Your office has a policy that re-excavation can only happen once. <br /> Franzia understood that and had committed both man power and <br /> equipment to do the job properly. verbal approval was given to <br /> begin excavation by your office. On the day excavation began, a <br /> sanitarian from your office delivered a letter requiring that <br /> only 900 cubic yards of soil could be removed and to a maximum <br /> depth of 25 feet. Franzia cannot understand the rational for <br /> limiting the extent of excavation and the removal of additional <br /> contaminated soil. <br /> Sample results taken after the 900 cubic yarns -,sere excavated, <br /> showed only the east wall had total petroleum hydrocarbons above <br /> 1.00 ppm. Franzia would like to finish the work they started and <br /> remove the remaining contamination. Soil excavation and surface <br /> aeration is the best technical response for this problem. It is <br /> also more cost effective than insitu soil venting and/or bio <br /> remediation. Other counties in the Tri-Regional area have not <br /> put any restrictions on soil excavation. <br /> We request approval to re-excavate the east wall as soon as <br /> possible.
