Park CUF#: 01695 <br /> Stockton, CA 95202 APN: 13906035 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Dual <br /> Phase Extraction (DPE) Pilot Study Work Plan (Plan), dated May 10, 2010, submitted to <br /> Geotracker on May 28, 2010. Due to recent staff changes at the EHD, the person <br /> assigned for regulatory oversight for this site will now be Mr. Michael Infurna. Mr. <br /> Infurna is the reviewing EHD staff person for this work plan, and will be for all future <br /> plans, reports, and letters, as well as the person to address any questions or concerns <br /> you may have related to the ongoing investigation, remediation, and subsequent site <br /> closure for this leaking underground storage tank (UST) site. <br /> The EHD has reviewed the Plan, which is a proposal to install three DPE wells on-site, <br /> conduct a 6-day pilot study, and submit a report of findings to the EHD. Based on this <br /> review and understanding of the soil and groundwater contaminant plumes at this site, <br /> the EHD has determined the Plan to be excessive and is not approved as submitted. <br /> [H&S 25296.10(c)(3)]. <br /> Three DPE wells are not needed to pilot test and evaluate the effective radius of <br /> influence (ROI) of the combined soil vapor and groundwater extraction system. The <br /> EHD approves the installation of "DPE-1" in the core of the plume but does not approve <br /> the installation of '`DPE-2" and "DPE-3" at this time. Proposed well "DPE-1" is <br /> approximately 25 feet from existing wells MW-9 and MW-10 and 45 feet from MW-1, <br /> which is located in an area of known soil contamination. These monitoring wells are <br /> proposed to be used as observation wells to evaluate the ROI. The placement of <br /> "DPE-1" in the proposed location will provide ROI data for the extended potential reach <br /> of the extraction test. It is the opinion of the EHD that an observation well is needed <br /> closer to "DPE-1"in case the extraction rate produces a smaller effective ROI. <br /> The Plan is approved with the condition that only "DPE-1" is installed, in the proposed <br /> location with one observation well installed within 25 feet of it, if deemed to be needed <br /> by your consultant.
