(Condor) is in receipt of your letter dated March 18, 2003, approving, <br /> with conditions, the Work Plan for Additional Soil and Groundwater Investigation by Cone Penetrometer <br /> Testing, dated November 1, 2002, for the above referenced site. In your letter you approved the <br /> advancement of four groups of twinned cone penetrometer (CPT) borings across the street north of the <br /> above-referenced site to 150 feet below ground surface(bgs) to collect grab water samples, and one group <br /> of three borings in the area of the former underground storage tanks (UST) to 150 feet bgs to collect grab <br /> water samples and soil samples. The soil and groundwater samples are to be analyzed using EPA Method <br /> 826013, with minimum detection limits for the groundwater samples of 0.5 to 5.0 micrograms per liter <br /> (µg/L) for oxygenates, excluding ethanol(13.0 µg/L). <br /> Condor proposed implementing the work plan in two phases. The first phase consists of the advancement <br /> of the CPT borings and the collection of groundwater and soil samples for laboratory analyses. The <br /> second phase consists of the proposed installation of multi-screened, discrete depth groundwater monitor <br /> wells. Condor will prepare an addendum to the work plan after the first phase is completed and the soil <br /> and groundwater analytical results have been reviewed. The CPT data will be used to design the multi- <br /> screened wells. To move the project along quickly, Condor will need your expedited response to the work <br /> plan addendum In the addendum, Condor will make recommendations pertaining to the number and <br /> locations of multi-screened, discrete depth groundwater monitor wells to be installed, and the number and <br /> depths of screened intervals for each well. In your letter, you approved the installation of one multi- <br /> screened, discrete depth groundwater monitor well with seven screened intervals in the area of the former <br /> UST. While there is a potential to install seven screened intervals in each well, the actual number of <br /> screened intervals may vary and may be less. The number and locations of the proposed wells, both on <br /> and off site, and the number and depths of screened intervals in each well, will be based on the results of <br /> the CPT borings and the groundwater analytical results, and cannot be predicted prior to completion of <br /> the first phase of work. <br />
