Mr.Jeff Wong <br /> Canepa's Park Street Car Wash <br /> April 17,2003 <br /> Page-2- <br /> According to your letter, the detection limits for MTBE and oxygenates must be lowered to the proposed <br /> 0.5 to 5.0 4g/L range. In the work plan, Condor included ethanol as one of the oxygenates to be analyzed <br /> for and erroneously listed a minimum detection limit of 5.0 4g/L. Excelchem Environmental <br /> Laboratories, of Roseville, California, has verified the minimum detection limit for ethanol by EPA <br /> Method 8260B is 13.0 4g/L. Condor has contacted the laboratory and will work with the laboratory <br /> personnel in an attempt to minimize detection limits. Additional groundwater sample containers will be <br /> collected to enable the laboratory to perform additional analyses of samples with high concentrations of <br /> other analytes, which could normally result in raised detection limits for MTBE and other oxygenates. <br /> This will result in increased costs for the project for the additional analyses. The laboratory is unable to <br /> guarantee that in all instances it will be possible to meet the required detection limits for all analytes due <br /> to interference from high concentrations of other analytes and limitations of analytical instruments. <br /> In your letter you requested implementation of the proposed work by May 1, 2003. On behalf of our <br /> client, Mr. Remo Canepa, Condor respectfully requests an extension of 90 days for implementation <br /> of the proposed work. Time is needed to obtain bids from drillers and prepare a pre-approval request to <br /> be submitted to the Clean Up Fund. After receipt of pre-approval for this work from the Clean Up Fund, it <br /> will be necessary to obtain site access agreements from the owners of the property across the street north <br /> of the site where one of the proposed borings is to be located, and to obtain encroachment permits from <br /> the City of Stockton for borings to be advanced in Park Street.
