The Plan identifies procedures, methods and equipment top event the discharge of oil from onshore and offshore facilities into or upon the navigable water of the United States. PLAN REVIEW AND AMENDMENT Amendment by Owner/O er itor Facility Change: If a chang occurs in the facility design,construction, operation or maintenance which materiall affects the facility's potential for the discharge of oil into or upon the navigable waters of the nited States or adjoining shorelines,the SPCC Plan will be amended.The Plan will be r vised within six months of the change. The amended Plan will be certified by a Registered Pro essional Engineer and facility personnel will be trained on the changes, as necessary,to fac litate the effective response to an actual or imminent discharge. Minor changes(e.g., personr el changes,telephone number changes or other changes that do not increase the potential for or the size of a spill)will not require the Plan to be recertified. Three-Year Review: The SI CC Plan will be reviewed and evaluated for completeness and appropriateness at least once every three years.The review will include an evaluation of whether new field-proven co trol technology exists which will significantly reduce the chance of a spill event. The Plan wil be amended to include such new technologies that are determined to be appropriate Any amendments made as a result of the review will be certified by a Registered ProfessionalEngineer.
