0 <br /> Executive Summary <br /> mu <br /> PACIFIC CAR WASH <br /> 4405 Pacific Avenue, Stockton, California <br /> The Pacific Car Wash(PC )is located at 4405 Pacific Avenue,Stockton,California;the PCW has <br /> operated a full service car m ash and retail gasoline dispensing facility at the site since approximately <br /> 1968. <br /> In February 1999,three gasc line underground storage tanks(USTs)were removed from the site under <br /> the supervision of the San Joaquin County Environmental Health Department (SJCEHD). During <br /> removal of the USTs, sign ficant gasoline-impacted soil was encountered beneath the former UST <br /> locations. Thereafter, the SJCEHD issued a directive to the PCW site to investigate the full extent <br /> of gasoline impact. <br /> As a result,multiple investigative phases were conducted at the PCW site between 1999 and 2007. <br /> Based on the investigation results,it was determined that approximately 10,500 gallons of gasoline <br /> leaked to the subsurface. In a letter dated 29 May 2009,the SJCEHD determined that the extent of <br /> gasoline impact had been adequately assessed,and required that a Corrective Action Plan(CAP)be <br /> prepared for the site to mitigate gasoline impacted soil and ground water. <br /> By 22 April 2010, a CAP was approved by the SJCEHD. The CAP recommended treatment of <br /> subsurface gasoline-impacted soil utilizing a Soil Vapor Extraction (SVE) technology. The SVE <br /> technology would consist of vacuum equipment to extract subsurface gasoline vapor,and a burner <br /> for above ground treatment. The CAP also recommended treatment of gasoline-impacted ground <br /> water utilizing a Pump-And-Treat (P&T) technology. The P&T technology would consist of <br /> extracting impacted ground water through on-site wells,and pumping the ground water through an <br /> on-site ground water treatment process.Once treated,the ground water would be discharged into the <br /> sanitary sewer system. <br /> By 13 August 2010,details of the CAP were approved by the SJCEHD in a Remedial Action Plan <br /> (RAP). Based on the RAP,all hydrocarbon recovery operations were to be conducted underground <br /> via piping and remediation wells; additionally, all extracted gasoline hydrocarbons were to be <br /> treated under permit by the San Joaquin County Air Pollution Control District or by the City of <br /> Stockton Municipal Utilities District.Operation of the proposed SVE and ground water remediation <br /> system will not affect the public's interest in any way. <br /> Based on the results of subsurface investigation at the PCW site, a remediation period of 24 to 36 <br /> months is estimated for this site. At the conclusion of remediation period, the PCW will seek to <br /> obtain a `No Further Action' letter from the SJCEHD, and plans to continue operation as a full <br /> service car wash and retail gasoline dispensing facility. <br />
