SWRCB is pushing <br /> contractors for following the rules and it appears lots of us regs have NOT been following <br /> the "Public Participation" (PP) reqs. UST regs, sect 2728. <br /> This site must go through PP prior to enacting a corrective action, as well as just before <br /> NFA. <br /> I'll need to process the paperwork first. You'll need to submit an "Executive Summary". <br /> This is a NON-technical, SINGLE paged document that BRIEFLY includes: <br /> -site history (what the site was, what happened, and why is this (RAP) needed) <br /> -WHAT it is you want to do <br /> -how long it will take <br /> -potential harm/exposure/etc to the public/adjacent homes-businesses-etc. <br /> -and what the site will be when this action is completed. <br /> THis doc is to be aimed at the general public's level of environmental cleanup <br /> understanding. for example, "remove contaminated groundwater, filter clean it and <br /> discharge it to the sewer" or " 'vacuum' out petroleum vapors and treat them to make <br /> safe for breathing....... Imagine writing if for school kids, or worst, their parents. <br /> "K.I.S.S." is the objective here.... <br /> NO LETTERHEAD (Bob, this isn't one of those 'sales opportunties'). Get me this doc for <br /> review very soon. Once approved, you may upload it to Geotracker. <br /> Chances are the PP comment period will be either 14 days or 30 days. I'll see how tight <br /> NH holds to this. <br /> I'll be generating a 'tentatively approved' RAP letter which will include the executive <br /> summary reqs also next week. <br /> This email is a just a professional courtesy to get you going on the summary. <br /> best case scenario, PP is a breeze and no public comments. the approval becomes final <br /> and you can start installing wells, trenches, etc. <br /> worst case....public requests a hearing....then you, the RP get to answer the public's <br /> concerns in a big, published, official hearing.... <br /> trust me, you won't like this... <br /> the simpler, more calming intent relayed in the Exec Sum, the less the public's concern. <br /> If they don't understand it, chances are they will want it explained...that's a hearing.... <br /> mike. <br /> 8/16/2010 <br />
