Objective <br /> The objective of the work is to carry out a subsurface investiga - <br /> tion to determine the lateral and vertical extent of soil contam- <br /> ination at the site , as set forth in the California Underground <br /> Storage Tank Regulations ( Title 23 , Division 3 , Chapter 16 <br /> California Code of Regulations ) at 4405 Pacific Avenue , Stockton , <br /> California . <br /> B . Background <br /> The owner of property was Mr . Peter Giambanco who had operated <br /> Vintage Car Wash , Inc . , at 4405 Pacific Avenue , Stockton , Cali - <br /> fornia . Mr . Giambanco died in late 1992 . Therefore , an estate <br /> has been formed . The estate has been informed by the Lead <br /> Regulatory Agency ( LRS ) , pursuant to a letter attached as Exhibit <br /> "A " that the soil must be investigated . <br /> The San Joaquin County Public Health Service/Environmental Health <br /> Division ( PHS / EHD ) is the LRA , and will continue in that role <br /> throughout the investigation and cleanup unless the case is <br /> referred to the Regional Water Quality Control Board Central <br /> Valley Region .
