However, pumping will be kept close to 10 gpm to maximize drawdown, and consequently the <br /> effectiveness of the vapor extraction system. <br /> it <br /> Monitoring of the system will include sampling the air stripper water influent and effluent, the thermal <br /> oxidizer influent (both air stripper and vapor extraction streams separately), and the thermal oxidizer <br /> effluent. Air stripper water influent and effluent sampling will be conducted by sampling for laboratory <br /> a analysis on a frequency as required by the discharge permit. Air sampling will include laboratory analysis <br /> quarterly and PID analysis weekly. <br /> t <br /> 3.4 SCHEDULE <br /> Following approval of this RAP, applications will be submitted for revision of the air discharge permit <br /> and for the sanitary sewer discharge permit. Application will also be made to the UST Cleanup Fund for <br /> pre-approval . Upon fund approval and permit acquisition, application will be made for any necessary <br /> building department permits and the equipment will be ordered . It is anticipated that the equipment will <br /> have a delivery date approximately four weeks after ordering, <br /> 4.0 COMMUNITY HEALTH AND SAFETY PLAN <br /> No health and safety issues are expected from operation of this system. Treated water discharge will meet <br /> standards for discharge to the sanitary sewer, and the thermal oxidizer will meet the air permit <br /> - requirements. The noise level is expected to be less than the current treatment system, and the vapor <br /> extraction blower incorporates the latest noise reduction technology (liquid ring). Additionally, there will <br /> be a chain- link fence around the entire treatment pad and noise-reduction slats will be installed. <br /> 5.0 AGENCY INTERACTIONS <br /> The lead agency is the San Joaquin County Environmental Health Department (EHD). The EHD will <br /> r review this RAP. RAP approval by the EHD will be necessary for UST Cleanup Fund pre-approval. The <br />' revised air permit will be issued by the San Joaquin Valley Air Pollution Control District, The sanitary <br /> sewer discharge permit will be issued by the City of Stockton Municipal Utilities Department. Any <br /> necessary building permits will be issued by the City of Stockton Permit Center. The site is in the <br /> jurisdiction of the Central Valley Regional Water Quality Control Board. <br /> 6.0 VERIFICATION SAMPLING <br /> I{ The clean-up levels for benzene and MTBE in groundwater were proposed in the Corrective Action Plan <br /> at 73 .9 micrograms per liter (pg/I) and 13 ltg/l, respectively. Attainment of the clean-up levels for <br /> pis groundwater will be determined by the highest concentration of benzene and MTBE in extracted <br /> s{ groundwater (if a pump and treat system is installed) or in any of the monitoring wells. Once the clean-up <br /> levels are achieved, the remediation system will be monitored for four quarters to verify that the clean-up <br /> goals have been achieved. Site closure is warranted when it can be demonstrated that water quality goals <br /> have been achieved. <br /> 7.0 SUMMARY AND CONCLUSIONS <br /> Y The site contains significant subsurface contamination from hydrocarbon fuels that could create health <br /> hazards from toxic vapors in the on-site structure, or by migration off site. The most cost-effective <br /> remediation strategy involves groundwater pumping for treatment, and vapor extraction.
