Ina letter dated July 30, 20013 <br /> Condor Earth Technologies, Inc. (CET) concluded that since the inlet soil vapor concentration had <br /> dropped below 1000. parts per million (PPM) over the last two years, the thermal oxidizer treatment <br /> system mayno longer meet the destruction efficiency demand. <br /> In a letter dated August 20, 2001, CET submitted the result of a study comparing the estimated cost <br /> of operating the thermal oxidizer treatment system, and the estimated cost of installing and operating <br /> two 1000-pound canisters for an activated carbon treatment system CET stated that installation and <br /> operation of the carbon treatment system would be less expensive than operating the thermal system <br /> as long as the carbon system stays in operation for at least 112 days. CET further pointed out that <br /> the thermal system could not be continued in its current state due to its failure to achieve the 95% <br /> destruction rate.. <br /> San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) concurs <br /> with, CET s recommendation to replace the thermal oxidizer system with a carbon treatment system. <br /> Submit a worst plan providing details and specifications of the replacement units by Septemberr24, <br /> 2001: The.SVE system should be restarted no later than October 8, 2001. <br /> Please feel free to contact je_ffreywong at (209)468- 0335 if you have any questions. <br /> Donna Heran, RENS, Director <br /> Environmental Health Division <br /> 1 <br /> Jeffrey Wong , Sr. REHS Dot Lofstrom, G <br /> LOP/Site Mitigation Unit IV.
