1 <br /> Canepa 's Car Wash <br /> Progress Report on Tank Removal and Fuel Line Leak <br /> Work Plan For Monitoring Wells <br /> I <br /> 1.0 Project Identification <br />' WI-IF Environmental Consultants Inc , received a contract from Canepa's Car Wash to <br /> install a soil boring, a soil vapor extraction system, and monitoring wells as necessary to <br />' define the vertical and lateral extent of the fuel contamination on site <br /> The request for services was the result of soil samples taken between February 25, 1993 <br /> and March 3, 1993 This was the time period in which the fuel tanks and fuel lines and the <br /> fuel dispensers were removed <br /> The tank removal and other activities at the site were performed under the supervision and <br /> over sight of the San Joaquin County Environmental Health Departments hazardous <br /> materials division Soil samples were obtained from the tank excavation area as well as <br /> the fuel island and fuel line areas A site diagram showing sample locations is included in <br /> the Figures section of this report Laboratory data including a summary of the results is <br /> Iincluded in the Appendices section of this report <br /> WFIF used a photo ionization detector on site to provide field readings of total petroleum <br /> I hydrocarbons The PID readings indicated levels greater than 2500 mg/kg of TPH in sails <br /> in several areas beneath the fuel island canopy The depth of those sample readings was <br /> from five feet (5') to fifteen feet (15') below the ground surface, and the samples were <br /> obtained using a back hoe Verification samples were obtained and sent to a certified <br /> laboratory for analysis <br /> Due to the high levels of contamination measured and the potential financial devastation of <br /> the Canepa's business, the Health Deparnment determined that an emergency situation <br /> existed, and that the best way to avert a catastrophe was to immediately install a soil <br /> boring to actermine the potential for ground water contanuration The boring was <br /> installed and ►t was determined that ground water is almost certainly impacted It was also <br /> determined that soil was significantly impacted into the saturated zone of the first ground <br /> water aquifer As a result of these findings it was decided thal the immediate installation <br /> of a soil remediation system and the installation of ground water monitonng wells would <br /> I <br />
