*9--"P177CI4EIrM- C jER- <br /> F km C.."N <br /> SECTION 112.7(A)(3)(II)DISCHARGE PREVENTION MEASURES <br /> PETROLEUM OIL TANK TRUCK LOADING& UNLOADING PROCEDURES <br /> 1. All tank trucks are required to check in with the Facility/Maintenance <br /> Manager at the vehicle maintenance building and proceed to the <br /> loading/unloading area with aforementioned personnel or meet, as <br /> applicable,maintenance or production personnel at site. <br /> 2. Prior to loading/unloading,the tank truck and the receiving vessel are <br /> inspected. The inspection will include the following items: drains,valves, <br /> hoses &caps,piping,fitting,etc. Any deficiency or potential problem is <br /> corrected immediately. To preclude work stoppage,the area supervisor is <br /> notified if the loading/unloading cannot be accomplished in a timely <br /> manner. <br /> 3. The containment area is inspected and the drain valve is checked to ensure <br /> that it is closed and locked. <br /> 4. Driver provides constant vigilance to his equipment and the equipment his <br /> truck is connected to while the loading/unloading operation is proceeding. <br /> 5. Tank gauges are monitored to determine the available capacity of tank prior <br /> to filling. <br /> 6. All safety regulations are observed at all times. This includes,but is not <br /> limited to,chocking wheels prior to loading/unloading. <br /> 7. When the loading/unloading is complete,care is to be taken to prevent back <br /> siphonage conditions or excess product from remaining in the lines,which <br /> will spill when the connection is broken. Action will be taken to contain and <br /> clean up any material spilled. There is to be no blowing out or disposal of <br /> residue products in the tank or truck or their hoses on Facility property. <br /> Any residue products are the hauler's responsibility. <br /> 8. Prior to leaving the site, the tank truck and the receiving vessel are inspected <br /> as in Item#2 above. Any deficiency or potential problems are corrected <br /> immediately. <br /> 9. Any spillage, abnormalities,or potential problems (leaking valves,etc.) are <br /> reported to any salaried employee for appropriate action. <br /> 10. Drums and totes are delivered and positioned immediately within <br /> designated storage areas. <br /> 11. Employees are trained on proper loading and unloading procedures when <br /> drums are moved on pallets. <br /> 6 <br />
