The condition of the accumulation is
inspected before the valve is opened to ensure no oil will be discharged. See
Appendix M for photographs of each containment area. Direct-vision gauges
are used on bulk tanks, and a person is present to monitor the gauges and
overall filling of all bulk oil storage containers.
2. Valves of manual,open-and-close design are used for the drainage of dike
areas. Retained storm water is inspected, and uncontaminated storm water is
allowed to evaporate if there is less than one inch in the containment. If more
than one inch, the storm water is drained from the containment.
3. All oil storage areas are designed with secondary containment to contain any
releases that may occur.
4. The Facility has no potential to discharge outside of the facility.
5. The Facility does not treat drainage waters.
SECTION 112.8(C)(1-11)BULK STORAGE CONTAINERS
1. The oil storage containers at the Facility are constructed of carbon steel. The
containers are typical of those commonly used to store fuel and oil and are
compatible with the material stored and for the conditions of storage.
2. All bulk storage containers have dedicated secondary containment.
Secondary containment areas are sufficiently impervious to contain
discharged oil. Storm drains near the Diesel Fuel Tank Farm are equipped
with oil filter inserts to prevent oil discharge to the municipal storm sewer
system.
3. The drainage of uncontaminated rainwater from the diked area at the Diesel
Fuel Tank Farm is controlled by maintaining the drain valve in a closed
position. The retained rainwater is inspected prior to opening the drain valve
and discharging.
4. The Facility does not possess completely buried metallic storage tanks.
5. The Facility does not possess partially buried or bunkered storage tanks.
6. New Oil and Used Oil Tanks (003,004)-Integrity testing of these bulk
petroleum oil storage containers is not required at the Facility. These bulk
storage containers are well designed, shop-built,and less than or equal to
21
