A 55-gallon drum labeled with"Used Oil" was found during the inspection with an <br /> accumulation start date of 2-12-04. This facility disposed of used oil on 2-2-05 and 7-6- <br /> 04 (per receipts provided during the inspection). This facility is a large hazardous waste <br /> generator(> 1,000 kg/month) and can only store hazardous waste on site for 90-days. <br /> Properly dispose of the 55-gallon drum labeled with"Used Oil" and provide a copy of <br /> the receipt to this office within 30 days. Begin immediately storing hazardous waste on <br /> site only 90 days. <br /> 20. The used absorbent container did not have a proper label. Hazardous waste <br /> containers must be labeled with the following information: <br /> 1. The words"HAZARDOUS WASTE" <br /> 2. Facility name and address <br /> 3. Accumulation start date <br /> 4. Physical state <br /> 5. Hazardous properties <br /> 6. Contents <br /> Properly label all hazardous waste containers immediately. <br /> 27. According to the DTSC hazardous waste tracking system this facility generated 13 <br /> manifests during 2004. Only 10 manifests could be found during the inspection. All <br /> hazardous waste generators must keep manifest copies for 3 years. Provide this office <br /> with a copy of the missing manifests within 30 days. <br /> 28. The following manifests were found during the inspection without a TSDF ("signed <br /> off') copy. <br /> 1. #23694947 9-7-04 <br /> 2. #23638444 8-2-04 <br /> 3. #23638443 8-2-04 <br /> 4. #22949212 9-7-04 <br /> Determine status of all hazardous waste generated at this facility that a TSDF manifest <br /> copy was not received by the facility. Provide this office with documentation as to how <br /> the hazardous waste status was determined. Correct within 30 days. <br /> 29. Facility failed to file an exception report with DTSC when TSDF manifest copies <br /> were not received within 45 days. <br /> 45. Currently the facility contingency plan is being updated to reflect facility changes. <br /> Submit a copy of a complete contingency plan to this office within 30 days. (Items <br /> missing within the current contingency plan: emergency coordinator, evacuation <br /> procedures, local arrangements, location of spill control equipment, etc.... See CCR <br /> 66265.51(b) for all contingency plan requirements.) <br /> 3 <br />
