That agreement has not <br /> been reduced to writing at this time. So long as UNOCAL follows through on its <br /> promises and the agreement is reduced to writing, we will not oppose the staffs <br /> recommendation. <br /> However, because we only have an oral agreement, I am compelled to put <br /> you and the SWRCB on notice. i am reserving my client's rights to submit <br /> written objections to you during the time period between the date of the <br /> Workshop and the Board Hearing on November 18, 1999 in the event the <br /> agreement is not executed before the hearing.
