April 14, 1995 <br /> Page 4 <br /> • removed from the site, aloe with affected soil in the vicinity of he tanks thereby <br /> g y t <br /> removing much of the previous source of hydrocarbons to the groundwater <br /> Based on the results of previous investigations, PACIFIC proposes to conduct a <br /> 6-month field study to validate sustainable use of SVE to accelerate the remediation of <br /> hydrocarbon-impacted soil and groundwater SVE removes hydrocarbon vapors from <br /> soil pore spaces, the capillary fringe, and groundwater It also inhibits the migration of <br /> fugitive vapors Finally, SVE provides oxygen to the vadose and saturated zones, <br /> thereby enhancing the rate of biodegradation <br /> The scope of work to implement the field study includes the following tasks <br /> (1) Authority to Construct/Permit to Operate acquisition, (2) installation of manifold <br /> piping from an internal combustion engine to existing vapor extraction Wells VW-1, i <br /> V-2, and VW-3, (3) SVE system start-up, (4) remedial progress monitoring (i e , track <br /> TPH-g removal rates and biodegradation indicators), and (5) preparation and submittal <br /> of a technical report <br /> Permitting <br /> Along with the appropriate permit application form, all necessary information will be <br /> submitted to the San Joaquin Valley Unified Air Pollution Control District (District) to <br /> obtain an Authority to Construct Subsequent to soil vapor extraction system start-up <br /> and source testing, information will be submitted to the District in order to gain a Permit <br /> to Operate <br /> Installation <br /> PACIFIC proposes to utilize existing Wells VW-1, VW-2, and VW-3 for the purpose of <br /> conducting SVE at the site These vadose wells will utilize a common header which will <br /> be attached to the manifold of an internal combustion engine The engine will provide <br /> the vacuum which will draw the soil vapors through the well casing into the engine The <br /> resulting soil vapors are used as a fuel source to run the engine Exhaust gases then pass <br /> through a catalytic converter prior to atmospheric discharge per District requirements <br /> Soil Vapor Exti action Start-up <br /> As a preface to start-up, baseline monitoring of site conditions will take place Parame- <br /> ters to be measured and/or recorded will include (1) groundwater elevation, (2) soil <br /> vapor hydrocarbon concentration on a per well basis, (3) soil vapor concentrations of <br /> oxygen and carbon dioxide on a per well basis, (4) soil vapor moisture content, and <br /> (5) dissolved hydrocarbon and oxygen concentrations on a per well basis <br /> Start-up and source testing will follow the baseline monitoring event During start-up, <br /> • the system will be tuned, flow rates will be monitored, applied and subsurface pressures <br /> 3100403A\WORKPLAN <br />
