At the destructions I have witnessed that use detonation cord and explosive charges, the most I have felt is a
thump at my feet. These destruction events have taken place within city limits near homes and businesses,
inside a building, within five feet of the footings of a building, within five feet of very old and large water lines at
a prison that the State had similar concerns, as you. The destructions went off without any adverse effects or
damage to these structures.
Unfortunately, the CMT well at your site cannot be drilled out. The material does not cut. It stretches and pulls
like taffy.-Hence why explosives are being required to cut the casing so it can be drilled out.The training is for
the best method to destroy a CMT well.
This is the first I have heard that your consultant has any concerns with using explosives. We used this same
method on a CMT well at an active gas station this past summer without incident. 1 believe they were involved.
Please-call me so 1 may explain the process to you and address your concerns.
Sincerely,
Adrienne
Adrienne Ellsaesser, REH5
Program Coordinator
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton , CA 95205
Ph (209) 468-0343
Fax (209) 468-0341
aellsaesser@jcehd.com
From: David Atwater mailto:dbatwater vande ol.us]
Sent: Thursday, November 15, 2012 12:44 PM
To: Adrienne Ellsaesser [EH]; Nuel Henderson [EH]
Cc: George V. Hartmann; tcuellar adv eoenv.com; rma adv eoenv.com; wlittle adv eoenv.com
Subject: Pacific Avenue Explosive Well Destruction
Dear Ms Ellsaesser and Mr Henderson,
am the "Responsible Party," RP, of the 2402 Pacific Avenue UST Clean-Up Fund Remediation Project. I have
been made aware of a certain explosive well destruction technique required for this project next week, over the
very strong objections of our professional consulting firm, Advanced GeoEnvironmental. This is an extreemly
rare procedure and I can guess why that is.
I object to the use of any explosive techniques to accomplish well removal that can be with a.rotary drill and
bentonite mix grout. The danger of causing shock type earth disturbance can and may have many dangerous
and foreseeable side effects and therefore should not be permitted in a commercial and heavy residential
neighborhood. Add to this, the fact that the area is of much older construction and you can imagine many
possible issues:
11/26/2012
