Personnel training rec rds incomplete. <br /> (a) (1) Facility personnel shall successfully complete a program of classroom instruction or on-the-job <br /> training that teaches them to perform their duties in a way that ensures the facility's compliance <br /> with the requirements of this chapter. The owner or operator shall ensure that this program <br /> includes all the eleTents described in the document required under subsection (d)(3) of this <br /> section. <br /> (1) This program shall a directed by a person trained in hazardous waste management procedures, <br /> and shall include in truction which teaches facility personnel hazardous waste management <br /> procedures (includi g contingency plan implementation) relevant to the positions in which they <br /> are employed. <br /> (2) At a minimum, the t aining program shall be designed to ensure that facility personnel are able to <br /> respond effectively o emergencies by familiarizing them with emergency procedures, emergency <br /> equipment, and em rgency systems, including where applicable: <br /> (A) procedures for u ing, inspecting, repairing, and replacing facility emergency and monitoring <br /> equipment; <br /> (8) key parameters or automatic waste feed cut-off systems; <br /> (C) communications or alarm systems; <br /> (D) response to fire or explosions; <br /> (E) response to gro nd-water contamination incidents; and <br /> (F) shutdown of ope ations. <br /> (b) Facility personnel shall uccessfully complete the program required in subsection (a) of this section <br /> within six months after t e date of their employment or assignment to a facility, or to a new position at <br /> a facility. Employees hi d after the effective date of these regulations shall not work in unsupervised <br /> positions until they hav completed the training requirements of subsection (a) of this section. <br /> (c) Facility personnel shall bake part in an annual review of the initial training required in subsection (a) of <br /> this section. <br /> (d) The owner or operator shall maintain the following documents and records at the facility: <br /> (1) the job title for each position at the facility related to hazardous waste management, and the <br /> name of theemploy a filling each job; <br /> (2) a written job descript on for each position listed under subsection (d)(1) of this section.
