PUBLIC NOTICE <br /> Fact Sheet: January 3,2014 <br /> Case Closure for Leaking Underground Storage Tank(UST) Site <br /> 7-Eleven, Inc., on behalf of the San Joaquin County Environmental Health Department (SJCEHD), invites <br /> public comment regarding the intent of the SJCEHD to grant regulatory closure for the leaking <br /> underground storage tank (LUST) case at the below subject site (Site). <br /> SUBJECT SITE: 7-11 Store #17334 <br /> 4501 North Pershing Avenue, Stockton,San Joaquin County, California <br /> GeoTracker Global ID # T0607700407 <br /> SJCEHD Case Number: 1233 <br /> PUBLIC COMMENT PERIOD: 60 Days-January 3, 2014 through March 3,2014 <br /> CASE SUMMARY: <br /> The SJCEHD,in cooperation with the property owners and responsible party (7-Eleven), and their <br /> environmental consultants, have evaluated soil and groundwater conditions and health concerns at the <br /> Site resulting from historical unauthorized releases of gasoline from underground storage tank (UST) <br /> systems formerly utilized for fueling operations at the Site prior to the 1998 UST system upgrade. <br /> Soil and groundwater investigations were conducted from 1997 to 2013. Gasoline hydrocarbons were <br /> detected in on-Site soil and groundwater. Natural attenuation has reduced mass to very low <br /> concentrations in both the soil and groundwater. Remaining mass present at the Site should continue <br /> to decrease without additional mitigation as the extent of the plume remains stable. <br /> Based on existing soil and groundwater data, the Site is eligible for case closure as detailed in the Low- <br /> Threat Underground Storage Tank Case Closure Policy (LTCP): <br /> • The dissolved petroleum hydrocarbon plume is stable and defined, and meets the characteristics <br /> set in the LTCP. In addition, decay rate calculations indicate that concentrations will be below <br /> water quality objectives in approximately 10 years. <br /> • Exposure to petroleum vapors in indoor air is comparatively insignificant relative to exposures <br /> from small surface spills and fugitive vapor releases that typically occur at active fueling facilities. <br /> • Direct contact with impacted soil and inhalation of petroleum hydrocarbon vapors pose a low <br /> threat to human health, based on the thresholds listed in the LTCP. <br /> The SJCEHD concurs with the closure recommendation presented by 7-Eleven, Inc. and their <br /> environmental consultants. Per the requirements of the LTCP, this fact sheet has been prepared to <br /> provide notification to the public of the pending case closure.The SJCEHD will consider any comments <br /> received during this time period when determining if the case should be closed or if Site specific <br /> conditions warrant otherwise. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at: <br /> hftp://geofracker.waterboards.ca.gov/.
