ARCADIS Mr. Steven W. Meeks
October 6, 2011
Objective
The objective for destroying the selected wells is to eliminate the risk of potential
contamination to reach groundwater through the wells. This objective will be met by
conducting the proposed scope of work described within this work plan.
The rationale behind selecting the proposed remediation wells (air sparge wells, soil
vapor extraction wells, dual phase extraction wells, infiltration gallery wells, soil gas
sampling points, etc.)for destruction is that these wells are no longer used for
remediation and likely will not be used in the future for remediation. Similarly, the
monitoring wells selected for destruction have either not been sampled in a long time
and/or collection of additional data from these wells does not provide useful
information.
Scope of Work
The scope of work includes conducting pre-field activities, field activities, and
reporting. A summary of each activity is described in the following text.
Pre-Field Activities
Several activities will be conducted prior to well destruction, including permitting,
subsurface utility clearance, and revising the site-specific health and safety plan
(HASP). Additionally, access to off-site properties will be communicated prior to field
work at those locations, as appropriate.
Permitting
ARCADIS will obtain well destruction permits from the San Joaquin County
Environmental Health Department(SJCEHD). ARCADIS will notify the SJCEHD a
minimum five days prior to completing well destructions to coordinate anticipated
SJCEHD inspector oversight.
Utility Clearance
Prior to conducting subsurface work at the site, the well locations will be cleared for
underground utilities by a private utility locator and Underground Services Alert(USA)
will be notified at least 72 hours before field activities are initiated. In addition, a UPRR
flagman will be scheduled to provide track protection during destruction of wells
located in close proximity to active track.
Page:
tracy ca_maint facil_well dest wp(10-06-11).doc 2/55
