R5-2002-0807 <br /> UNION PACIFIC RAILROAD COMPANY <br /> TRACY RAIL YARD <br /> SAN JOAQUIN COUNTY <br /> Any additional wells installed subsequent to the effective date of this program also shall be <br /> monitored for four consecutive quarters for general minerals and dissolved lead using EPA <br /> Method 239.2 with a maximum detection limit of 0.01 mg/l. <br /> This MRP will be reviewed annually by the Board staff to determine if adjustments are necessary <br /> to maintain plume definition, provide needed information, or eliminate monitoring of certain <br /> wells because they are no longer deemed important. UPRR may, at any time, propose a change <br /> in the monitoring protocol of this MRP. Upon approval of the Executive Officer, a well, which <br /> has non-detectable concentration of certain contaminants for at least four consecutive quarters <br /> and is not needed for plume definition may be deleted from the sampling requirements of the <br /> MRP for those specific contaminants. <br /> REPORTING <br /> Semi-annual reports shall be submitted to the Board by the 301h of day the month following the <br /> end of each calendar semi-annual period until such time that the Executive Officer determines <br /> that the reports are not longer necessary. Each report shall include the status of any ongoing <br /> investigation and remediation, and in tabular form, the water quality data, depth to ground water, <br /> and free product, and groundwater contour maps. <br /> An annual report evaluating the effectiveness and progress of investigation and remediation shall <br /> be submitted to the Board by 30 January of each year and may be substituted for the first semi- <br /> annual monitoring report. The report shall contain at a minimum the following information: both <br /> tabular and graphical summaries of the monitoring data obtained during the previous year; <br /> ground water contour maps and contaminant concentration maps; trends in the concentrations of <br /> the pollutants in ground water monitoring wells; whether the contaminant plume is being <br /> captured by an extraction system or is continuing to spread; plans as needed for improving the <br /> ground water extraction or treatment system; and the anticipated date for completion of cleanup <br /> activities. The annual report also shall include the reasons for and durations of all interruptions in <br /> the operation of treatment systems. <br /> Based on the data from the previous year, the Discharger shall, in the annual report, identify data <br /> gaps and potential deficiencies/redundancies in the monitoring system or reporting program and <br /> propose any necessary revised ground water sampling plan frequency and analyses with the <br /> rationale for the proposed revisions. <br /> The results of any monitoring done more frequently than required at the locations specified in the <br /> Monitoring and Reporting Program shall be reported to the Board. <br /> 2 <br />
