CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
MONITORING AND REPORTING PROGRAM NO. R5-2002-0807
UNION PACIFIC RAILROAD COMPANY
TRACY RAIL YARD
SAN JOAQUIN COUNTY
This monitoring and reporting program (MRP) replaces MRP No. 95-811 (issued on 14 June
1995) which is hereby rescinded. Union Pacific Railroad Company(UPRR) has done a
considerable amount of work to define and remediate the soil and ground water contamination at
the Tracy Rail Yard. A former surface impoundment containing wastes, and surface spills to
other areas of the facility, were the main sources of the contamination. Total petroleum
hydrocarbons and volatile organic compounds are the main contaminants found. Free product
also floats on the ground water table.
GROUND WATER MONITORING
There are 40 ground water monitoring wells site as shown in Figure 1 and listed on Table 1. Of
these wells, the following ten wells are proposed for abandonment: MW-03A, MW-03B,
MW-03C, MW-17B,MW-18A, MW-18B, MW-19A, MW-20A, MW-21AR, and MW-21B.
Wells installed as piezometers or temporary wells are not under the requirements of the MRP.
Monitoring wells with free phase petroleum product or visible sheen shall be monitored for
product thickness and depth to ground water only. The ground water monitoring program for
these wells and any additional wells installed subsequently, except for wells containing free
phase petroleum product or visible sheen, shall include the following:
Constituents EPA Anal3lical Maximum Detection Sampling
Method Limit (ue/1)t Frequency
Depth to Ground Water ------ ------ Semi-Annually
Halogenated Volatile
Organic Compounds 8260E 0.5 Semi-Annually,
(HVOCs)
Aromatic Volatile
Organic Compounds 8260B 0.5 Semi-Annually,
(AVOCs)
TPH as Diesel 3510/8015M 50 Semi-Annually,
For non-detectable results.
z Wells MW-02A,MW-09A,MW-I OA,MW-22A,TW-03,TW-04 shall be sampled semi-annually(twice per year).The
remaining wells shall be sampled annually. An attempt should be made to conduct annual monitoring after water levels have
risen due to seasonal aquifer recharge
1
