Former Stockton Plating <br /> Inspection Report <br /> May 2, 2007 <br /> Page 2 <br /> from the undergrou d tanks contaminating the soil and the groundwater. Soil.and <br /> groundwater assessment and remediation began in 1991. San Joaquin County <br /> Environmental Health Division (SJCEHD) is currently overseeing the soil and <br /> groundwater rem ed tion as part of the Underground Tank Program. Based on <br /> periodical soil vapo and groundwater sampling from the 8 groundwater monitoring wells <br /> by Advanced GeoE vironmental,the levels of contaminants have diminished at the site. <br /> I inspected the site n May 2, 2007. Mr. Leland and Mr. William Little, the Environmental <br /> .Consultant were also present during the inspection. Mr. Leland explained the current <br /> and past history and operations at the site and Mr. Little also informed me of the soil <br /> and groundwater investigation and remediation. Most of the facility is comprised of <br /> storage for automobile bumpers and associated parts and equipments. I also observed <br /> spray painting and nd blasting equipments at the site. Mr. Leland showed me the <br /> rooms where metal lating had taken place in the past. According to Mr. Leland, after <br /> the closure of metal lating operations, the ground has been capped and covered with <br /> concrete flooring ' thickness of about 8 inches. We also visited the area where <br /> wastewater treatment unit had been located. The wastewater treatment unit was closed <br /> in 1996. <br /> At the end of the inspection Mr. Leland provided me with a copy of the Phase I <br /> Environmental Assessment Checklist and a letter from DTSC dated March 4, 1998, <br /> indicating that DTSC considered the treatment operation at the site dosed and no <br /> longer subject to ope sting standards of the treatment authorization Tier. <br /> Conclusion: <br /> I did not observe any immediate threat during my inspection of the Facility. Also, since <br /> SJCEHD is actively overseeing the cleanup at the site as part of the Underground Tank <br /> Program and the fact that the wastewater treatment unit was determined closed, the <br /> Tiered Permitting Corrective Action Branch (TPCAB)will not be involved in the cleanup, <br /> and considers the site a low priority at this point in time unless the SJCEHD refers the <br /> site to TPCAB. <br /> atrick Movl <br /> Hazardous Substance Scientist <br /> DTSC <br /> (714)4845378 <br />
