Bid prices shall include everything necessary for the <br /> completion of construction and fulfillment of the contract <br /> including but not limited to furnishing all materials , <br /> equipment, tools, excavation sheeting , bracing and supports ,, <br /> plant labor and services, except as may be provided otherwise <br /> in the contract documents. In the event that the product of a , <br /> unit price and an estimated quantity does not equal the <br /> extended amount quoted, the unit price shall govern and the <br /> correct product of the unit price and the estimated quantity <br /> shall be deemed to be the amount bid. If the sum of two or more 1 <br /> items in a bidding schedule or the sum of two or more bidding <br /> schedules does not equal the total amounts quoted , the <br /> individual item or schedule amounts shall govern and the , <br /> correct total shall be deemed to be the amount bid . When a <br /> price is quoted in both words and figures , the words shall <br /> prevail in case of a discrepancy. <br /> Bid prices shall include allowance for all Federal, State, ' <br /> and local taxes. <br /> The right is reserved to reject any or all proposals ; to f <br /> waive an irregularity in a bid or bidding procedure; and to <br /> accept one schedule of a proposal and reject another . <br /> G3 . 02 Award of Contract. Award of the contract will be to the <br /> lowest responsive , responsible bidder whose proposal complies <br /> with the specified requirements. The award , if it be awarded , <br /> will be made by the Agency within thirty (30) days after the <br /> opening of the proposals. <br /> G3. 03 Return of ProPosal_Guaranties . When the award of the ' <br /> contract has been made , the proposal guaranties accompanying <br /> all but the three lowest bids will be returned . The remaining <br /> guaranties will be returned when the contract has been fully <br /> executed. <br /> G3.04 Execution of Contract and Notice to Proceed . A contract , <br /> agreement shall be executed by the successful bidder on the <br /> form provided and returned, together with the contract bonds <br /> and certification of insurance within 10 days after receipt of <br /> the Notice of Award. After execution by the Agency, one copy <br /> shall be returned to the Contractor. <br /> If the bidder to whom the award is made fails or refuses to <br /> enter into the contract within the time provided, the proposal <br /> guaranty accompanying his bid shall be forfeited as liquidated <br /> damages for failure to enter into such contract. The Agency may ' <br /> then award the contract to the next lowest bidder . <br /> Within ten days after the execution of the contract , written <br /> Notice to Proceed will be given by the Agency to the ' <br /> G-8 <br />
