We are providing this document to the <br /> California Regional Water Quality Control Board, Central Valley Region (RWQCB), in accordance with <br /> ' the RWQCB's Monitoring and Reporting Program (MRP)No. R5-2002-0824 dated July 18, 2002. <br /> BACKGROUND <br /> ' The Site is an operating marina situated on a levee along Potato Slough and operates aboveground storage <br /> tanks (ASTs), a roadside fuel dispenser for fueling automobiles/trailered-boats, and dockside fuel <br /> dispensing facilities for fueling boats (Figure 2). Petroleum hydrocarbon-impacted soil was observed <br /> during AST and underground conveyance line replacement activities on the levee in September 1991. <br /> Pressure testing prior to line replacement activities indicated the potential presence of leaks from the <br /> roadside gasoline dispenser, unleaded and regular gasoline pipes leading from the roadside dispenser to <br /> ' the manifold near the shop office (manifold), the premix line from the AST area to the manifold, and the <br /> diesel piping leading from the manifold to the docks. The diesel pipe leading from the manifold to the <br /> dock area was excavated and a damaged coupling was found just outside of the shop office; the coupling <br /> ' was replaced. No visible signs of leaks, surface stains, or sheen on the water in the slough were found. <br /> Subsurface investigative activities were first conducted at the Site in November 1991; soil samples <br /> ' submitted for laboratory analysis confirmed the presence of petroleum hydrocarbon-impacted soil beneath <br /> the conveyance lines. The highest levels of petroleum hydrocarbons were found in the soil sample <br /> collected near the roadside dispenser; this sample contained 150 milligrams per kilogram (mg/kg) of total <br /> ' petroleum hydrocarbons as gasoline(TPHg),30 mg/kg of total petroleum hydrocarbons as diesel (TPHd), <br /> and 25.67 mg/kg of benzene, toluene, ethyl benzene,and xylenes (BTEX) constituents. <br /> In January 1992, a geophysical survey was conducted to assess the presence and extent of underground <br /> ' piping systems; a soil vapor survey was conducted to evaluate the presence of petroleum hydrocarbons in <br /> the subsurface and to select boring locations. The results of the soil vapor survey indicated an apparent <br /> area of free product on the levee, which extended from the fuel dispenser(near MW-3)westward towards <br /> ' well MW-5. The geophysical survey identified an abandoned sewer line located parallel to the building <br /> fronting the slough, which presumably acted as a preferential pathway for contaminant transfer. <br /> In May and June 1993, ten soil borings were advanced to depths ranging between 15 to 25 feet below <br /> ground surface; soil samples from two of the borings contained TPHg at concentrations up to 1,200 <br /> Ing/kg (in boring B-2 located near the roadside dispenser), soil samples from three of the borings were <br /> ' found to contain TPHd at concentrations up to 89 mg/kg (in well MW-3), and soil samples from three of <br /> ' I:\Tower Park\QMR\2002 QMR\Q2_2002\2nd QTR 2002.doc SECOR International Inc. <br /> 57 Lafayette Circle, 2nd Floor, Lafayette, CA 94549-4321 925 299-9300 925 299-9302 Fax www.secor.com <br />
