STATE OF CALIFORNIA—ENVIRONMENT 7TECTION AGENCY w `� PETE WILSON,Governor <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD— ,,,�oF <br /> CENTRAL VALLEY REGION ,L ;f A!_T!i g <br /> 3443 ROUTIER ROAD,SUITE A a <br /> SACRAMENTO,CA 95827-3098 <br /> PHONE: (916)255-3000 ? i � ` 3 8Q <br /> FAX: (916)255-3015 <br /> 21 March 1996 <br /> Mr. Donald:Moore <br /> SECOR International <br /> 90 New Montgomery Street, Ste 620 c <br /> San Francisco, CA 94105 `✓°� 2 <br /> TONER PARK MARINA: RESPONSE TO REQUEST FOR MODIFICATION OF <br /> MONITORING PROGRAM, 14900 WEST HIGHWAY 12, LODI (SAN JOAQUIN <br /> COUNTY) <br /> Staff have reviewed your request for modifications to Monitoring and Reporting Program 95-802. <br /> Based on review of the yearly monitoring reports and cleanup progress at the Tower Park site, the <br /> following activities and changes in conditions are noted: <br /> The passive free product removal system in monitoring well MW-3 was removed in October 1995, <br /> after free product had been reduced to a sheen; <br /> Oxygen-releasing compound (ORC)contained in filter"socks" was placed in monitoring wells <br /> MW-2, MW-3, and MW-4 in November, 11995,in order to enhance natural bioremediation. <br /> Monitoring of dissolved-oxygen levels indhese wells was included in the December 1995 ground <br /> water monitoring rounds. <br /> Monitoring well MW-5, a cross-gradient well, has had no detected constituents of concern <br /> throughout the 1994-1995 monitoring pro ram. Constituents of concern were reported in all of <br /> the other site monitoring wells during 1995. Gasoline compounds (total petroleum hydrocarbons <br /> as gasoline, TPH-g) were reported in May and September 1995 from well MW-3, but were later <br /> interpreted to be weathered diesel. Low levels of benzene, toluene, xylene, and ethylbenzene also <br /> were reported from this well in September 1995. Diesel, toluene, and xylene were reported during <br /> 1995 in MW-1. Although the levels are low, the December report of toluene was an increase over <br /> earlier reports throughout 1994 and 1995 (but down from 1993), and the report in December of <br /> xylene is the first report of xylene from MW-1. Diesel levels in MW-4 are an increase in 1995 <br /> over earlier reports, although again are down from 1993. Based on one sampling in December <br /> approximately three weeks after the ORC socks were placed, dissolved oxygen levels have <br /> increased in the wells in which the filter socks were installed, but in the cases of wells MW-3 and <br /> MW-4, so also have the levels of constituents of concern. <br /> You have requested, on behalf of Tower Park Marina, several reductions in the monitoring <br /> program. Staff review of site conditions summarized above suggests that such reduction is <br /> premature at this time. Some wells appear to be showing upward changes in levels of constituents <br /> of concern, even as increases in dissolved oxygen also are indicated. Additional indicators of <br /> increased biological activity that could be monitored include carbon dioxide levels and assessment <br />
