In the WP, AGE proposes advancement of two soil vapor soil borings to a total depth of
four feet below surface grade (bsg). The EHD approves of the proposed work as necessary and
adequate [CA H&S Code, 25296.10(c)(3)] except for the proposed soil boring depths of four feet
bsg. The California EnvironmentI Protection Agency's (Cal-EPA) Soil Gas Advisory (2003)
recommends soil gas be sample greater that five feet bsg to reduce the effects of barometric
pumping. The EHD approves the WP if soil gas is to be sampled at a depth of five feet, unless a
work plan addendum providing a technical justification for taking the soil gas samples at a depth
of four feet bsg is provided. If soil gas samples cannot be collected at five feet bsg due to
subsurface conditions during the sampling event, the shallower depth can be used.
Submit to the EHD the necessary well permit applications and fees for approval. As of August 1,
2010, new fees for Well and Boring permits went into effect. Each permit application for soil
borings is $122 and a $366 inspection fee per parcel. Once the well permits have been issued,
notify EHD of the proposed schedule for the work. The EHD requires a minimum 48-hour notice
prior to initiation of any field work on the site. The EHD directs that the proposed work be
implemented by October 3, 2010. The report for this work shall be submitted to Geotracker and
the EHD within 60 days of the date of the completion of the work.
If you have any question
s, please contact Frank Girardi at (209) 953-7868.
r
Frank Girardi, REHS Nuel C.
