I 1th St., Tracy Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I, CLASS 11, or MINOR-Notice to Comply) <br /> 64. Copies of spent lead acid battery disposal records were not found on site. The generator shall retain <br /> on site a legible copy of each manifest or bill of lading which identifies spent lead acid batteries shipped <br /> to a person who stores, uses, reuses, recycles, or reclaims the batteries or their components. <br /> Immediately locatea copy of all disposal records for spent lead acid batteries for the last three years, <br /> maintain them on site, and submit copies to the EHD by January 16, 2011. <br /> REPEAT VIOLATION <br /> Notice to Comply - Minor v olations: (11, 15, 25, 30, 57, 79, 83, 84, 85) <br /> 11. Two transmissions we e observed leaking used oil on the ground outside the auto shop next to the <br /> hazardous waste storage rea. Liquid was observed flowing into a drain under a tractor in the yard <br /> outside the ag shop. Facil ties shall be maintained and operated to minimize the possibility of a fire, <br /> explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health <br /> or the environment. Imme iately provide adequate containment for all equipment and storage <br /> containers to prevent leak ge to the environment, clean up any oil that leaked onto the ground, and <br /> manage according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining ow this waste was managed by January 16, 2011. <br /> 15. According to the teachers, the eyewashes at this facility, except in the auto shop, are not being <br /> tested as required. The signs on the eyewashes state that all emergency equipment shall be tested <br /> weekly. Spill control equipment is not being resupplied for science and maintenance areas as needed. <br /> All facility communications and alarm systems, fire protection equipment, spill control equipment, and <br /> decontamination equipment, shall be tested and maintained as necessary to assure its proper operation <br /> in time of emergency. Immediately conduct all necessary testing and maintenance on this equipment. <br /> 25. Two 55 gallon metal drums of unknown hazardous waste were observed rusted with holes in them in <br /> the auto shop waste storage area. If a container holding hazardous waste is not in good condition (e.g., <br /> severe rusting, apparent structural defects), or if it begins to leak, the generator shall transfer the <br /> hazardous waste from this container to a container that is in good condition, or manage the waste in <br /> some other way that complies with the requirements of Title 22. Immediately transfer these wastes to <br /> undamaged containers, oil immediately contact a licensed hazardous waste hauler to dispose of this <br /> waste under manifest and submit a copy of the manifest to the EHD by January 16, 2011. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY IS SqWECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Ins pe r: Ceived By.
