December 22, 1995 <br /> Wright Project No. 4123-5 <br /> Site Closure Report <br /> h <br /> 1.0 INTRODUCTION <br /> Wright Environmental Services, Inc. (Wright) has prepared the following site closure report for <br /> the subject site located at the southeastern intersection of l Ith Street and Fabian Street, in the City <br /> of Tracy, San Joaquin County, California (Figure 1). This report is intended to provide <br /> documentation of remediation activities that occurred during August and September 1995 at the <br /> subject site. <br /> 2.0 SITE DESCRIPTION <br /> The site, located at the southeastern intersection of 11th Street and Fabian Street, in the City of <br /> Tracy, San Joaquin County, California, consists of three Iots (APNs 235-19-3,4, and 12) that are <br /> to be incorporated into one parcel. The site is irregular in shape and roughly 2.00 acres in size. It <br /> is bounded on the north by 11th Street, on the west by Fabian Street, on the south by the City of <br /> Tracy Police Department, and on the east by the City of Tracy Parks and Recreation Department. <br /> Properties within the site vicinity are used for City government and highway commercial purposes. <br /> One structure was recently built near north central portion of the site that is to house a police <br /> facility. A parking lot is also to be located north of the recently constructed structure, within the <br /> northernmost approximate one-fourth of the site. The remaining southernmost portions of the site <br /> are to be used for police parking purposes. The purpose of this investigation was to remediate <br /> contaminated soils located within the northernmost section of the property that is to house a <br /> parking lot. Therefore, this report focuses only on this section of the property, which will <br /> hereinafter be referred to as the"site". <br /> 3.0 BACKGROUND <br /> Wright Environmental Services, Inc. (Wright) was requested by City Staff to respond to the new <br /> Police Facility construction site to observe and advise on stains, free oil and grease found during <br /> construction of the North parking lot. Wright personnel visited the site and observed an area <br /> approximately 5 feet across that had been impacted with petroleum hydrocarbons (oil and what <br /> appeared to be grease). Test holes were excavated to estimate the horizontal and vertical extent that <br /> petroleum hydrocarbons had immigrated into the soil. Based upon the observation made with <br /> these.test holes it was estimated that 50-100 cubic yards of dirt would be impacted. <br /> 3 <br />
