' Emergency Remediation - 2480 Tracy Blvd., Tracy, CA. • Page 2 <br /> BACKGROUND <br /> ' In early March of 1996 the structures and appurtenances of a car wash located at 2480 <br /> Tracy Boulevard in Tracy, California were demolished preparatory to construction of a <br /> new car-wash and lubrication-services facility for Mr. Rudy A. Sanchez, the property <br /> owner. The new facility will do business as the Tracy Express Wash& Lube. <br /> ' Site Location <br /> The location of the subject site is shown on Figure 1. It fronts, along its western side, <br /> ' onto Tracy Boulevard. On the northern boundary, it adjoins the parking lot of a retail and <br /> commercial complex. The adjacent property to the south includes a site presently occupied <br /> by Tracy Automart, a used car dealer. A Chevron gas station previously operated at the <br /> ' latter location, which has the address 575 West Grant Line Road. <br /> Prior Uses of the Site and Surrounding Land <br /> ' Immediately prior to construction of the original car-wash facility at the 2480 Tracy <br /> Boulevard address in 1980, the property was vacant and had been since approximately <br /> 1975. Based on interviews with local residents and a review of available aerial <br /> photographs, from at least 1940 through to 1963, or later, the property was occupied by a <br /> small ranch building and corral. Except for a residence and a baseball field that had been <br /> developed to the south by 1952, all of the surrounding land remained under pasture until <br /> 1975, when urban development encroached into the area. No underground fuel storage <br /> ' tanks are present on the 2480 Tracy Boulevard property and none were located there in <br /> the past. <br /> ' The former site of the Chevron station is up the groundwater gradient from the subject <br /> property and is under the oversight of the San Joaquin Public Health Services, <br /> Environmental Health Division (SJCPHS) as the location of an unauthorized release of <br /> fuel hydrocarbons. The SJCPHS has assigned the 575 West Grant Line Road property Site <br /> Code 1408. The relative locations of the subject property at 2480 Tracy Boulevard and <br /> the site at 575 West Grant Line Road are shown on Figure 2. <br /> DISCOVERY OF CONTAMINATED SOIL AND GROUNDWATER <br /> ' On April 2, 1996, groundwater contaminated by what appeared to be gasoline flowed into <br /> trenches that were dug to install a dewatering system designed to prevent flooding of the <br /> basement of the new car-wash and lubrication-service facility. With the basement <br /> ' dewatering system complete, including installation of a sump equipped with a submersible <br /> pump, but before excavation work to construct the basement structure was continued, the <br /> general construction contractor notified Mr. Sanchez that contaminated soil and <br /> groundwater had been found beneath the site. <br />
