CUF#: 12992
Lodi, CA 95242 Global iD#30607700815
The San Joaquin County Environmental Health Department (EHD) has reviewed Work
Plan Addendum — June 2011 (Plan) and Proposed Soil Vapor Extraction Rebound
Response Test — July 25, 2011, (Test) submitted by your consultant, Advanced
GeoEnvironmental, Inc. (AGE). The Plan proposes the installation of three combination
soil vapor sampling points/confirmation soil borings in and near the former underground
storage tank (UST) location and the Test proposes turning the soil vapor extraction
system off for 30 days, restarting the system, collecting air samples from the influent
and effluent ports for laboratory analysis for petroleum constituents and submitting a
report of findings to the EHD.
The purpose for collecting the soil gas samples at this contaminated UST site is to
ascertain if contaminant vapor from the impacted soil or groundwater has migrated
toward the building where it may pose a threat to human health. By sampling in the
former UST pit, as proposed in the plan, and not near the building/store located further
away, the EHD is concerned that the data obtained may not represent the actual
potential threat to the public in the building, although a sample from the potential source
area may represent the maximum potential for vapor intrusion. The EHD considers it
direct and appropriate to collect the samples near the onsite building and in any area
designated for a new building to be constructed.
Also, the EHD is concerned that installing vapor probes and collecting soil gas samples
from partially backfilled soil confirmation borings may not be an adequate approach for
a vapor intrusion investigation. By collecting soil gas samples from a deep bore hole
that targeted historically more intensely contaminated zones shallow soil may be
exposed to cross contamination from contaminant vapor or impacted soil, if any,
encountered at depth that may migrate upward through the borehole.
Previous investigations have identified soil underlying the dispenser islands south of the
building and the former UST pit west of the building to have contained most of the
14749 Thornton Final SV& Conf-SB WP CML 8-17-11
