An inspection conducted on February 18, <br /> 2009, by the EHD staff confirmed that the water well casing, the base of the pressure <br /> tank, water lines, and several monitoring wells were submersed with storm water that <br /> had an oily sheen. Water marks and stains found on the cement retaining walls and <br /> well casing indicate the water level has risen above the wellhead in the past. The <br /> inspection also found the 3-Bs Truck and Auto Plaza water well is improperly <br /> constructed to prevent flood waters held by the secondary containment and bulkhead <br /> retaining walls from rising above the wellhead. <br /> The EHD is concerned that contaminated storm water may enter into the water well <br /> and/or monitoring wells and further impact the site groundwater and that the <br /> contaminants may migrate and impact the Flag City Community Service Area (CSA) <br /> public drinking water wells. The monitoring well located within 20 feet of the water well <br /> has been found to have Methyl-tert-butyl-ether (MtBE) above the drinking water primary <br /> maximum contaminant level (MCL ) standard of 13 parts per billion (ppb). The <br /> presence of this contaminant in the groundwater from the monitoring well in close <br /> proximity to the on-site drinking water well, was the reason that 3-Bs Truck and Auto <br /> Plaza were allowed to connect to the Flag City CSA water system for it's drinking water <br /> in 2006. <br /> The EHD was informed in 2006, that the 3-Bs Truck and Auto Plaza water well would be <br /> retained for fire suppression uses. During the February 18, 2009, inspection by the <br /> EHD staff it was observed that components required to make the well usable for fire <br /> suppression have not been installed. The EHD considers this well inactive with no <br /> apparent function. <br /> The following sections of the EHD San Joaquin County Well Standards and the State of <br /> California Bulletin 74-81 apply to this situation. <br />
