(AGE) has prepared this response to a San Joaquin County <br /> Environmental Health Department (EHD) email, dated 09 October 2013. The 09 October <br /> 2013 email requested that a status update letter be prepared for the Three B's Truck Plaza <br /> site (14749 North Thornton Road, Lodi CA)which further explains the delays in site closure <br /> proceedings (i.e. well destructions and decommissioning of remediation equipment). <br /> On 13 May 2013 a Well Destruction Work Plan was submitted to the EHD.Additionally, on <br /> 05 June 2013 a well destruction permit application was submitted to the EHD for <br /> destruction of groundwater monitoring wells MW-1 through MW-6, MW-16, MW-17, soil <br /> vapor extraction wells VW-1 through VW-6 and air sparge wells AW-1 through AW-18.The <br /> permit was approved by the EHD through electronic mail, on 06 June 2013. <br /> As a result, between 10 through 18 June 2013, the above referenced thirty-two (32) wells <br /> were abandoned at this site under EHD supervision. However, the Underground Storage <br /> Tank Cleanup Fund (USTCF) did not allocate enough budget during the 2012/13 fiscal <br /> year(FY)to destroy all of the site's monitoring wells and further to decommission the site's <br /> soil vapor extraction (SVE)/air sparge (AS) remediation systems. As a result, the finances <br /> were not available in June 2013 to destroy the continuous multi-channel tubing (CMT) <br /> monitoring wells MW-7 through MW-15. <br /> On 01 July 2013, the USTCF notified Three B's Truck Plaza that the new 2013/14 fiscal <br /> budget for the site was approved in the amount of $25,000. However, with nine 150-foot <br /> CMT wells(MW-7 through MW-15)and the task of decommissioning the site's remediation <br /> system, the budgeted amount of $25,000 was not an adequate amount to complete the <br /> remaining site closure tasks.
