Advanced
GeoEnvironmental , Inc . -o
25 October 2013
Project No. 96-0249
Mr. Harlin Knoll
San Joaquin County Environmental Health Department
1868 East Hazelton Avenue
Stockton, CA 95205-6232
Subject: Site Closure Update
THREE B'S TRUCK PLAZA
14749 North Thornton Road, Lodi, California
Dear Mr. Knoll:
At the request of Mr. Tony Khatirine of Three B's Truck Plaza, Advanced
GeoEnvironmental, Inc. (AGE) has prepared this response to a San Joaquin County
Environmental Health Department (EHD) email, dated 09 October 2013. The 09 October
2013 email requested that a status update letter be prepared for the Three B's Truck Plaza
site (14749 North Thornton Road, Lodi CA)which further explains the delays in site closure
proceedings (i.e. well destructions and decommissioning of remediation equipment).
On 13 May 2013 a Well Destruction Work Plan was submitted to the EHD.Additionally, on
05 June 2013 a well destruction permit application was submitted to the EHD for
destruction of groundwater monitoring wells MW-1 through MW-6, MW-16, MW-17, soil
vapor extraction wells VW-1 through VW-6 and air sparge wells AW-1 through AW-18.The
permit was approved by the EHD through electronic mail, on 06 June 2013.
As a result, between 10 through 18 June 2013, the above referenced thirty-two (32) wells
were abandoned at this site under EHD supervision. However, the Underground Storage
Tank Cleanup Fund (USTCF) did not allocate enough budget during the 2012/13 fiscal
year(FY)to destroy all of the site's monitoring wells and further to decommission the site's
soil vapor extraction (SVE)/air sparge (AS) remediation systems. As a result, the finances
were not available in June 2013 to destroy the continuous multi-channel tubing (CMT)
monitoring wells MW-7 through MW-15.
On 01 July 2013, the USTCF notified Three B's Truck Plaza that the new 2013/14 fiscal
budget for the site was approved in the amount of $25,000. However, with nine 150-foot
CMT wells(MW-7 through MW-15)and the task of decommissioning the site's remediation
system, the budgeted amount of $25,000 was not an adequate amount to complete the
remaining site closure tasks. As a result, AGE notified the tank fund and submitted a
837 Shaw Road • Stockton,CA 95215
Telephone(209)467-1006 •Fax(209)467-1118
