CONDITIONS OF APPROVAL <br /> SA-92-28 <br /> ROBERT & SHARON PHILLIPS <br /> Unless otherwise specified, the approved use shall not be established nor building permits issued until <br /> the applicant has fulfilled all Conditions of Approval. <br /> 1. DEVELOPMENT SERVICES DIVISION: <br /> a. This approval shall be for structures to contain a carwash and storage area attached to <br /> an existing mini-mart. <br /> b. The carwash shall be no closer to the west property line than twenty (20) feet. (Planning <br /> Title Section 9-6205) <br /> C. The applicant shall secure an approved Business License prior to the initiation of the use. <br /> (Section 7-1000 of the County Ordinance Code) <br /> d. An Improvement Plan, prepared by a Registered Civil Engineer, showing drainage, <br /> driveway access details, frontage improvements, on-site parking, existing and proposed <br /> parking, existing and proposed utility services and grading, shall be submitted for <br /> approval. Storm drainage shall be to an approved terminal drainage system. One (1) <br /> copy of the Improvement Plan shall be submitted to the Development Services Division <br /> for distribution to the involved County departments. A Plan Check fee will be required. <br /> All construction and improvements shall conform to the approved Site Plan and the <br /> Improvement Plan. <br /> e. The owner shall construct a solid, six (6) foot high wood fence or masonry wall along the <br /> west property line of the project site to screen the adjoining residential use from the <br /> approved commercial use. Details of the wall shall be included on the Improvement Plan. <br /> f. A physical barrier, designed to restrict access from the alley to the north of the property <br /> to the project site, shall be constructed prior to the initiation of the use. The details of the <br /> barrier shall be approved by the Development Services Division and included on the <br /> Improvement Plan. <br /> h. All outdoor trash receptacles shall be contained within a trash enclosure. The enclosure <br /> shall be located on permanent paving, be designed to accommodate all trash <br /> receptacles, and be constructed on three sides with a solid masonry wall and gated on <br /> the fourth side. The location of the trash enclosure shall be designated on the <br /> Improvement Plan. <br /> 2. DEPARTMENT OF PUBLIC WORKS: <br /> a. Storm run-off shall not be allowed to the drainage system on Cherry Street until the <br /> capacity of the system has been verified and property has been annexed to County <br /> Service Area No. 45. (Planning Title Section 9-10003) <br /> b. The frontage improvement for Cherry Street shall be constructed in conformance with the <br /> standards for one-half of a 60-foot right-of-way local commercial street. The construction <br /> of the frontage improvements will be deferred upon execution by the owner of a Deferred <br /> Frontage and Roadway Improvement Agreement or a Secured Deferred Frontage and <br /> Roadway Improvement Agreement with a deposit equivalent to their estimated <br />
