SA-89-25 OF THE ESCALON LIVESTOCK MARKET (C/O <br /> VALLEY MANAGEMENT SYSTEMS , INC . ) <br /> ---------------------------------------------------------------- <br /> The applicant has submitted a preapplication for a Site Approval <br /> to establish a stockyard for weekly animal auctions . The <br /> following preapplication comments are intended to inform the <br /> applicant of General Plan and zoning consistency, public improve- <br /> ment requirements, and preliminary design constraints. <br /> The General Plan designation is Agriculture, which is appropriate <br /> for the intended use. The zoning is AL-10 (Limited Agriculture ; <br /> 10-acre minimum parcel size) , which does not permit animal sales <br /> yards. <br /> COMMENTS : <br /> 1 . In order for the proposed use to be consistent with zoning <br /> requirements, the property will need to be rezoned to an AG <br /> classification (General Agriculture) . Animal sales yards are <br /> permitted in the AG zone subject to an approved Site Approval <br /> application. <br /> The proximity of the proposed Kennedy Road (private) driveway <br /> s to the intersection of Mariposa Road and Escalon-Bellota Road <br /> ,r4' represents a potential traffic hazard. The driveway should, <br /> therefore, be moved further east of Kennedy Road. The loca- <br /> tion of the driveway and the improvements to Kennedy Road <br /> will be determined by the Department of Public Works . <br /> 3 . Truck parking requirements will be based upon the projected <br /> maximum number of trucks to be parked on-site at any time . <br /> The applicant shall submit that information to the Planning <br /> Division. <br /> 4 . The driveway, auto parking spaces, and the area between them <br /> shall be surfaced with a minimum two and one-half inches of <br /> asphaltic concrete over six inches of rock base, or <br />
