b. A grading plan shall be submitted, and it shall be approved and a grading permit issued by the Building Inspection Division prior to any excavation or filling of earth material : ( 1 ) The grading plan shall contain the information listed in the U .B.C . , Appendix, Chapter 70 , Section 7006 ( 1 ) . ( 2 ) The grading plan shall include complete drainage details and elevations of the adjacent parcels . Retaining wall details shall be submitted where appli- cable . ( 3 ) Subdivision grading in excess of 5 , 000 cubic yards shall comply with Section 7014 for "Engineered Grading Requirements . " ( 4 ) All recommendation of the soils engineer shall be incorporated in the grading plan. ( 5 ) All compaction reports must be submitted prior to a foundation inspection. ( 6) All grading permits are subject to approval by the other departments . c . The Construction Site Plan shall indicate the following: ( 1 ) Parking shall be provided for the physically han- dicapped. The spaces shall be located as close as possible to the primary entrance . ( 2 ) Identification signs for the parking spaces, including the "tow away" sign, shall be provided at each entrance or be visible from each space . (3 ) The slope of the parking spaces shall not exceed 1/4 inch per foot . 4 . OAKDALE IRRIGATION DISTRICT : Conditions of Approval : a. No manure water shall be permitted in the Lone Tree Drain which runs along the east side of the property. b. Provide a facility within the private irrigation easement to deliver irrigation water from the Oakdale Irrigation District Sweet Lateral to Parcels A and B to the north. 5 . SAN JOAQUIN COUNTY MOSQUITO ABATEMENT DISTRICT : Conditions of Approval : a. The storm water retention facility must be maintained weed-free for vector prevention.
