The subdivider shall agree to and shall pay service fees for the County-provided utility services in an amount equal to the estimated fees for the period from the time the improvements are accepted until the effective date of assessment on the tax roll . Deposit of fees shall be sub- mitted at the time of the acceptance of the facilities by the County. p. All utilities under 24 HV shall be underground. Traffic signals and channelization shall be required at the entrance (Leach Road) and Eight Mile Road. 2 . Department of Public Health Services, Environmental Health Division: a. Connection to an approved public water supply system is required. b . A test well shall be required to meet the following: ( 1 ) The water quality shall be tested to meet Title 22 , CCR (Safe Drinking Water Act ) . ( 2 ) The water quantity shall be tested to show the ade- quate source . ( 3) Results of the tests shall be approved by the Environmental Health Division and the Department of Public Works prior to recordation of the final map. ( 4 ) Obtain all required permits . c . Any existing wells or septic tanks must be destroyed under permit and inspection by the Environmental Health Division. d. Submit plans for approval by the Environmental Health Division for a sewage treatment plant . The plans must be designed by a Registered Engineer . e . Obtain discharge requirements from the California Regional Water Quality Control Board, Central Valley Regiona, prior to development . 3 . Caltrans : The subdivider shall contribute financially to future improve- ments of the State Route 99/Eight Mile Road interchange . The amount of the pro-rata contribution shall be based on the in- Conditions of Approval - 3 - (SU-89-19 )
