required but may be deferred at the option of the Department of Public Works , in which event the owner shall execute a deferred frontage improvement agreement prior to approval of the map. A $250 fee is required for pro- cessing, per Ordinance No . 3337 , in addition to a copy of the Grant Deed and an engineer ' s estimate with a drawing of the required frontage improvements on a form to be supplied by the Department of Public Works . g. A community detention pond/terminal drainage system shall be provided to meet the requirements of the County and the State Reclamation Board for adequate drainage for the sub- division. The right-of-way for Bear Creek shall be shown, and a permit from the State Reclamation Board shall be acquired. h. The project shall be served by a public water system con- forming to the requirements of the Department of Public Health Services and the Department of Public Works . The system shall provide adequate domestic and fire water supply in conformance with the requirements of the County Fire Warden and the local fire district . A County Service Area shall be formed prior to the appro- val of the final map to provide for the operation, main- tenance , and improvement of storm drainage, water , sanitary, and street lighting facilities . 1 . All lots shall be designated by number . m. Access rights shall be dedicated and restricted for Lots 1 through 6 and Lots 22 through 24 along the frontage of Eight Mile Road, and for Lots 1 and 24 , 125 feet from Eight Mile Road, along the frontage of the entrance road. Temporary emergency access is to be allowed along the easterly line of Lot 5 until secondary public road access is provided. r_.
