Item No . 8 <br /> PC : 8-3-89 <br /> Tract # 2113 (SU-89-19) <br /> Page 1 <br /> RECOMMENDATION <br /> Staff recommends that the Planning Commission: <br /> ? . Approve the Negative Declaration and direct the Clerk to file <br /> a Notice of Determination; and <br /> 2 . Approve Major Subdivision Application Tract No . 2113 <br /> (SU-89-19) based on the recommended Findings and subject to <br /> the recommended Conditions of Approval . <br /> FINDINGS <br /> 1 . The proposed map is consistent with applicable General and <br /> Specific Plans as specified in Government Code Section 65451 <br /> because the General Plan map designation is General <br /> Industrial. , and the subdivision design, as conditioned, pro- <br /> vides for additional improvements to Eight Mile Road, as <br /> outlined in the draft form of the Eight Mile Road Specific <br /> Pian. <br /> 2 . The design or improvement of the proposed subdivision is con- <br /> sistent with applicable General and Specific Plans because <br /> the subdivision design and improvement will provide for <br /> future right-of-way and road improvement in conformance with <br /> the standards of the City of Stockton, the County of San <br /> Joaquin, and the State of California. <br /> 3 . The site is physically suitable for the type of development <br /> because the design of the subdivision will provide for either <br /> small lots, general manufacturing uses, or the merging of <br /> individual lots for larger general manufacturing uses . <br /> 4 . The site is physically suitable for the proposed density of <br /> development because the terrain is generally flat , and public <br /> services will be provided for either small-lot or large-lot <br /> general manufacturing uses . <br /> 5 . The design of the subdivision or the proposed improvements <br /> are not likely to cause substantial environmental damage or <br /> substantially and avoidably injure fish or wildlife or their <br /> habitat because the site is not recognized as a significant <br /> habitat for either fish or wildlife, and public services will <br /> be provided for sewage disposal , water supply, and storm <br /> drainage . <br /> 6 . The design of the subdivision or the type of improvements is <br /> not likely to cause serious public health problems because <br />
