Gau, Senior Civil Engineer <br /> Development Services/Engineering Division <br /> SUBJECT: Time Extension Request for Zone Reclassification <br /> Application No. ZR-89-17 of Steven Malcoun (Supervisorial <br /> District 4) <br /> ------------------------------------------------------------------ <br /> RECOMMENDATION• <br /> It is recommended that the Planning Commission: <br /> 1. Certify as adequate Final Environmental Impact Report No. ER- <br /> 88-9 under the provisions of Section 15090 of the California <br /> Environmental Quality Act (CEQA) based on the "Findings for <br /> Certification" (Attachment A) ; <br /> 2 . Adopt "Findings of Significant Environmental Impact" <br /> (Attachment B) and "Statement of Overriding Considerations" <br /> (Attachment C) ; and <br /> 3 . Adopt the "Mitigation Monitoring Program" (Attachment D) . <br /> 4 . Approve the Time Extension request for three years for <br /> approved Zone Reclassification Application No. ZR-89-17; <br /> PROJECT DESCRIPTION: <br /> The applicant is requesting a three-year Time Extension for the <br /> approved Zone Reclassification application for the A & M Farms golf <br /> and equestrian center west of Stockton in order to fulfill the <br /> remaining Conditions of Approval. Because the rezoning was a <br /> Planned District, the requested Time Extension is actually for the <br /> Final Site Plan approved by the Planning Commission on June 7, <br /> 1990. The adopted Site Plan Requirements, which expired on June 7 , <br /> 1993 , are included in the staff report as Attachment E. Approval <br /> of the Time Extension, which is consistent with the requirements of <br /> the Development Title, will extend the Final Site Plan expiration <br /> date to June 7 , 1996. <br />
