The people utilizing the golf course <br /> and equestrian center will primarily be residents of the <br /> City. This project will require a substantial land area in <br /> close proximity to the population center . Land surrounding <br /> the City is prime agricultural soils , and any such facility <br /> will similarly be- located on prime agricultural land. The <br /> project site has unique characteristics due to its location <br /> in the Delta, with waterways and ambience providing an impor- <br /> tant setting. <br /> 2 . Imnact : <br /> The conversion of agricultural land. <br /> Mitigation : None . <br /> Finding• <br /> Specific economic , social , or other considerations make <br /> infeasible the mitigation measures or project alternatives <br /> identified in the Final EIR. <br /> Supporting Facts : <br /> The proposed project will retain the site in open space at <br /> the same time it provides additional recreation =acilities to <br /> the community. Due to Stockton ' s location in an area with <br /> prime soils, any expanded recreation facilities to serve the <br /> population will require encroachment onto acricultural lands. <br /> 3 . Impact : <br /> The conflicts between the recreational uses and farming <br /> operations . <br /> Mitigation: <br /> Recognition of the County' s "Right to Farm" ordinance by <br /> people using the recreation facilities; design of the project <br /> to create a "buffer zone" between the recreation facilities <br /> and adjacent farm land. <br /> R-89-422 -2- <br />
