The Applicant should provide replacement foraging habitat to compensate for any habi- tat that is lost on the site . Monitoring Agency: San Joaquin County Planning Division. Monitoring Schedule : Execute an MOU with the County that is binding on the Applicant and which specifies the details of the habitat re- placement program. That portion of the central irrigation canal which would be removed should be replaced with comparable habitat . The amount of replacement habitat that should be made available should be determined in consultation with appropriate state and federal agencies and should be based upon the concept of no net loss of either wetlands habitat values or acreage .
