DEVELOPMENT COMMITTEE MEMORANDUM <br /> GP-91-5 & ZR-91-12 <br /> PAGE TWO <br /> Services• <br /> Approval of these two proposals would trigger the requirement for <br /> full public services (water, sewage disposal, and storm drainage) <br /> for all subsequent development on the site. In fact, Department <br /> policy requires that "Will-Serve" letters be submitted in order <br /> for staff to even accept the full applications. In addition to <br /> providing a public waste water treatment plant and a public <br /> terminal drainage system acceptable to the Department of Public <br /> Works, the applicant will be required to provide a public water <br /> system. The Department of Public Works will explain the County' s <br /> water policy that requires specific information on the source and <br /> quantity of water to be used for this project. <br /> Circulation• <br /> The submittal of a project for this specific site is premature at <br /> this time, given the status of the Eight Mile Road Specific Road <br /> Plan and the Stockton Route 99 Freeway Segment Study (as <br /> discussed in the attached Department of Public Works and Council <br /> of Governments memos) . <br /> Based upon the above-noted comments and concerns regarding <br /> General Plan consistency, services, and circulation, staff feels <br /> that the submittal of full applications would neither be <br /> appropriate nor possible at this time. <br /> NOTE: The pre-application conference is designed to inform <br /> prospective applicants of General Plan consistency, zoning <br /> consistency, public improvement requirements, preliminary design <br /> constraints and opportunities, and major environmental and safety <br /> issues. This information is provided in the hope of assisting <br /> the applicant in submitting a better and more complete <br /> application, as well as minimizing processing time. It is not <br /> intended to be an in-depth analysis, and an environmental <br /> assessment is not completed. The applicant should be aware that <br /> a detailed review will not be done until the full application is <br /> submitted. Also, if new or additional information is obtained, a <br /> revised application or Environmental Impact Report may be <br /> required. <br /> RL/KA <br />
