GP-91-5 AND ZONE RECLASSIFICATION <br /> APPLICATION NO. ZR-91-12 OF HUI-CHIN CHEN (C/O MAPLE <br /> ASSOCIATES, INC. <br /> ----------------------------------------------------------------- <br /> These are pre-applications for a General Plan Map Amendment to <br /> change the General Plan designation from Agriculture to Highway- <br /> Service and Zone Reclassification to change the zoning from AG-40 <br /> (General Agriculture, 40-acre minimum parcel size) to H-s <br /> (Highway Service) . The two subject parcels are located in the <br /> northeast quadrant of the intersection of State Route 99 and <br /> Eight Mile Road, north of Stockton, and contain 15. 31 acres. The <br /> ultimate purpose of the proposals is to allow a Planned <br /> Development on the site, to be comprised of a 24-hour coffee <br /> shop, convenience store, gas station, motel, and recreational <br /> vehicle park. <br /> The Development Services Division has reviewed these proposals <br /> and offers the following comments regarding General Plan and <br /> zoning consistency, service requirements and traffic/circulation. <br /> General Plan: <br /> The most immediate concern raised by this proposal is related to <br /> consistency with General Plan policies regarding the provision of <br /> wiiter, sewage disposal, and drainage services. This concern, as <br /> discussed later in this memo and in the attached memos from the <br /> Department of Public Works and Public Health Services, will <br /> likely preclude the submittal of full applications. <br /> Zoning <br /> The proposed H-S zoning is consistent with the proposed General <br /> Plan Highway-Service designation. However, that consistency does <br /> not ensure making the required bases for approval for zone <br /> reclassification. <br />
